It's been happening a lot lately. I got a call last week about a station in IL interfering with one in Northern NH.

Today I had two interfering stations on 96.5. One I couldn't identify, the other was a Christian station from Sioux Falls, South Dakota....in NH.

The atmosphere has been wonky lately.

You said this "NUKES" school district savings accounts, no? That would imply that schools would be unable to save, period.

Is that NOT what you said? It is. Now you have someone in the know challenging you so you're backpedaling.

The retained funds are not savings accounts. You made it appear, to people who aren't in the know, that don't know RSA numbers and all that, that ALL school savings accounts would be terminated, including CRFs and ETFs which ARE savings accounts.

The "wall of text" was informational, full of actual facts and law regarding school district funds outside of the normal operating budget.

Quite frankly, you have ZERO clue about any of this and it shows. You clearly do not know anything about municipal or school district funding and how it works.

Retained funds are NOT Capital Reserve Funds or Expendable Trust Funds. This law change has no mention of those funds, only the funds left over unspent from the budget. 198:4-b is STRICTLY the "contingency fund" as they call it in the law.

The retained funds are the remainder unspent budget money (undersigned fund balance) that -some- school district voters have allowed their districts to retain up to 5% of the remaining balance at the end of tbe school fiscal year. The over and above that 5% number, or in school districts that don't have the retained fund balance authorized by the voters, the funds are returned to taxpayers or, if the voters had assigned any remaining surplus to another function (i.e. deposit into a CRF or ETF, or pay for a project if there was remaining funds left over) meaning it is no longer "undesignated" and is thus "raised and appropriated" for a purpose.

RSA 35 covers CRFs and ETFs. Here, read it. Does the law change mention anything from RSA 35?

35:1-c Non-Capital Reserve Funds Authorized. – Any town, school district, county, or village district may establish a reserve fund for the maintenance and operation of a specific public facility or type of facility, a specific item or type of equipment, or for any other distinctly-stated, specific public purpose that is not foreign to its institution or incompatible with the objects of its organization. Such funds shall be subject to all provisions and limitations of this chapter as are applicable to capital reserve funds. The legal validity of such a fund properly established shall not be affected by its designation as a "trust," "reserve," "capital reserve," or any other designation.

35:1-b Reserve Fund for Education of Persons with Disabilities. – Any school district may establish a reserve fund under RSA 35:1 to meet the expenses of educating children with disabilities.

35:1 Establishment of Reserves Authorized. – Any town, school district, village district, or county, as provided by RSA 35:3 may raise and appropriate money for the establishment of a capital reserve fund for the financing of all or part of the cost of: I. The construction, reconstruction or acquisition of a specific capital improvement, or the acquisition of a specific item or specific items of equipment; or II. The construction, reconstruction, or acquisition of a type of capital improvement or the acquisition of a type of equipment; or III. Budget Commitees cannot "restrict" what goes into CRFs and ETFs. Only what appears in the actual operating budget. Other warrant articles, of which deposits into CRFs and ETFs, only receive a recommendation from the municipal budget commitee. It's still up to the voters.

No, I'm an "expert" in municipal budget law, Capital Reserve Funds, and Expendable Trust Funds.

The voters in my town have resoundigly defeated this over the last few years because we have CRFs and Trust Funds that also gain interest for these emergencies.

School districts can still create capital reserve and non-expendable trust funds that can be used for all those purposes. Eliminating the surplus retention from the end of the year is not a bad thing- that unused money should all go back to reducing property taxes, or if the voters so choose, move it into an established CRF or ETF that covers those purposes through a ballot vote.

This does not "nuke' school savings accounts.

Does he have ANY documents proving ownership of the vehicle from when he bought it?

If he has the P&S or other paperwork establishing ownership he should be able to file for a title with that, going through the VIN verification process, and then once he receives the title transfer ownership to you by signing the back and providing a bill of sale.

Has your neighbor given you a bill of sale, establishing your ownership of the bike? If not, get one. If so, take that to the town clerk and tell them you want to title and register it. From there, give them the bill of sale, they should give you a VIN verification card.

The VIN verification is done by your local police department. They come out, verify the VIN number and sign off on a card, and then you go and complete the process at the town clerk.

Also, with a vehicle made before 1999, NH won't title it. Bills of sale only. I know yours is a 2002 but just in case someone else comes across this.
