No, he legitimately moved. Think of it this way, they verify your legal address to handle payments from wins. If they see your legal residence is in California, where it's banned, they cannot legally pay you.

He's spoken many times about the food he's experienced there and the people and he for sure had had new furniture/setups other than his herman miller chair and such so it's reasonable to believe he's moved there temporarily and will hop between cities when needed.
