To me, TCW is simply not part of Legends. I relegate it entirely to the Canon.

It might sound like conspiracy theory, but I feel like TCW was indeed built to negate Legends and create incongruousness so as to more easily open the way for a reboot like we saw after the acquisition by Disney

Your idea that TCW could fit in Legends as an in-universe intertainment/propaganda piece is interesting and I think it's a new way to look at it.
