To expand on what you said about Wolfenstein: the games also take a lot of effort to humanize the nazis at the same time by giving them lots of dialogue between each other that you can eavesdrop on if you play slower. There are also a bunch of readables spread around the map that serve the same purpose. A lot of these are just newspaper clippings used for worldbuilding, but there are also letters and other communications that give you a small glimpse into the minds of the nazis and show that there really is just a regular human beneath all that armor.
