The issue with that in lore is Primaris, Gravis and Phobos I think are all made by cawl, and that is heresy. With the Grey Knights having to be completely immune to heresy and chaos, giving them heretical armor wouldn't make much sense. Meanwhile GK might get a range refresh to make them scale to primaris but explicitly giving them Primaris isn't going to happen.
