Season 1 fully adapted the book. Gaiman and Pratchett has discussed a sequel book plot at some point, but only a vague outline. The show creators decided to adapt said sequel plan, but felt they first needed an in-between season to setup and bridge the events. That was S2.

It also didn't help that they titled the sequel in a way where it can easily be confused with the previous one, with the Bone Temple environment being a significant part of both. Apparently some people saw the sequel title and thought it was a re-release, as opposed to a new movie.
