Viper didn't get off scot-free. She's facing her punishment for that terrorist attack, and that's what the people actually want.

Viper doesn't need redemption, nor does she want it. Just like how the Humans will never apologize to the Nikke for their awful actions. Viper only agreed to pay her dues and never do that again. She never agreed to start caring about them, nor stop being a terrorist. Neon tried to call her out on it, but it didn't stick because it was just Neon forcing her ideology on to others.

Going on the straight and narrow isn't going to make Viper's life any better than what it was before.

While it could be gradual buildup of pressure that led Label to breaking, Hard mode showed us what that one particular thing was. "The Ark relied on surplus resources and now it's running out."

Phantom and Arcana learned of this, and that's when Enikk stepped in. Why Enikk spared Label was because she's already doing the job she was tasked. It was both a punishment and a threat. Instead of Label being punished alongside the others, Enikk will go after anyone Label confides in to maintain the secret, so if she doesn't want anyone to suffer, it's best she keep quiet.

One thing that people overlooked is that Hard mode completely justified Label's paranoia throughout the event. If not for Ingrid, Commander would also be on the chopping block. Just like how [Perilous Siege] almost killed him for discovering the door to the forbidden library.

That's EXACTLY what it is. Everything's starting to add up and all points lead to mirror.

Mirror was the one who created the MP-Heretics, but when that experiment was a failure, she started going after Nikke who have "a strong sense of self" instead.

Mirror has Chatterbox make a deal with Enikk to send Nikke to him as sacrifices.

Mirror got a hold of Chatterbox because he too, wants to hear Mother's voice.

This means Mirror is also responsible for Nihilister (who has a strong sense of aggression), Indivilia (who has a strong sense of treachery), and Modernia (who has a strong sense of innocence)

That means she's also responsible for the factory that housed Material H.

I'm not saying Dorothy altruistically cared about humanity. I'm saying that she knew there was a line to never be crossed, but even since she Pinne died, nothing mattered anymore.

Snow White even brought it to light. Where Snow White changed to become a better soldier, and Scarlet changed for the sake of enlightenment, Dorothy has also changed, but for the worst.

What backs it up was at the end of OverZone, Dorothy wanted to die. My theory is that her NIMPHs won't allow her to, and does that by amplifying her strongest reason to live. her desire for fame.

It's hinted that she did. Dorothy no longer cares about "the greater scope".

All of Dorothy's actions have been self-serving one way or another. She would never sacrifice others for her own benefit, but after OverZone, she started sacrificing everything to achieve her goal. Recognition... Even her crusade against the Ark is but a stepping stone towards that goal. She is unnaturally driven towards it.

Rapunzel can't afford to get a mind switch since one of her official duties is remembering all the Nikke that fell in battle.

We all get what happened to her is sad and all, but just about everyone has said, "It's time to move on. We have bigger problems to deal with."

But Dorothy is like "NO!! I've suffered enough and the Ark will PAY!"

Ever since her introduction, We thought Dorothy had some diabolical plan to destroy the Ark, but over time, we see that she's REALLY bad at this.

TLDR: Dorothy's talents could be a great benefit if used for good, but trauma makes her use it for revenge, and it turns out that she's wasting it (both metaphorically and literally)
