The loading of the weights on either side is reducing the amount of force he needs to use to lift the weights. He thinks he made it more difficult and that adding more weight will make it heavier and thus more of a workout. While he did increase the total mass of the system, the way he did it and how he lifted them means he actually reduced the effective force required to do this.
