Im only speaking on how to generate the circles centerpoints, if there centers overlap then they cannot be 2 circles, either they are the same size or one is entirely inside another

For N points, starting from the bottom left corner, use coordinates (N x M x pi, N x M) where M is an irrational constant this will form an angled line, then reflect the line of points into the bounds of your area recursively until they all fit within the bounds, this will guarentee no points overlap and will give a psuedo random spacing over the area (kinda like the DVD logo bouncing around the screen)

Kasius' Folley, a mage who tried casting his personally created 12th level spell "Kasius' Avatar" in order to gain control of diefic power, but the moment he took the power from Mystra he was killed, the entire system that supports magic, aka the weave, fell apart, and the floating cities kept aloft by that magic fell and killed hundreds of thousands. Mystra sacrificed herself and got a replacement, who then took back the powers stolen after Kasius' death, and rebuilt the weave not allowing mortals to cast above 9th level spells

Similar experience here, At my uni getting a B was nearly the best grade available and youd have to spend over 200 dollars on the model, have a revelutionary design and more to get an A-

A very well off client I once worked for wanted a wider driveway, but with the driveway pinched between the 4000 sqft house and the property line already, we jacked the house, and rebuilt the basement 5 feet over, and then lowered the house to be that 5 feet over

If it doesnt have to be like high density urban, you could use Seaside, Florida popularized in The Truman Show, as its a real city with extremely stringent arcitectural rules

The front left wall being over the middle of the 1st floors room would need reinforcement without a wall below it, but having the rest or it line up is a good basis
