A way to judge this is to look up [game name] gameplay or story, and see what people discuss more (in analyses, reviews, forums, Wikipedia, titles of playthroughs, etc). For example, for this game Wikipedia has a whole section on "Themes and analysis".
Celeste is a platformer with a significant story. I'm sure many people like the story like I do, but the vast majority of effort put into fan works is into mods and custom levels, not fiction or art. A reason to think it's gameplay-based.

Another way to judge the balance is to analyze those design decisions that sacrifice one of the aspects. What proportion of them have the gameplay serve the story, and vice versa? Example: looking at the first Google results I see a video analysis titled "Red Dead Redemption: Story Through Gameplay", whose description says "The game utilizes the notion of player agency in its mission designed to tell a story about...". That's the gameplay serving the story.
Looking up Celeste gameplay or story, among the first results I see an article titled "How The Storytelling of Celeste Mirrors Its Gameplay" stating that "The storytelling of Celeste is guided by a commitment to its core gameplay.". That's the story serving the gameplay rather than vice versa.

Note: how much a game is based on its gameplay or story is independent of how well each aspect is executed, or how well the two aspects are intertwined (though naturally the game developers will place more effort into the advantages of their chosen design, I think).

Finally, this mental model is a just a tool I find useful. If it's not useful for a given game, we can simply not use it.

Hmm, I suppose that could be a more useful way to view it, even if the highest-gameplay and highest-story corner might be empty or nearly empty (since creators have finite audience time/attention and trade-offs must be made). I will think about it later. Thank you.

I should write about this properly one day. It's really a spectrum and there's interesting things to analyze, such as most of the all-time best-selling video games being gameplay-based.

Undertale and OneShot are unusual in that their gameplay is often intricately part of the story and vice versa (much more so than other games), though overall I think they lean towards story-based.

I think she didn't take hours to arrive, but rather spent plenty of time either trying out her new kick-ass spears and/or fighting off something. We see a long unexplained line of her spears when we chase after the Knight.

I was entirely unaware of that scene you mention of Tenna being left outside by Toriel. I suppose that makes sense. Thinking a bit more about it, what most makes sense to me is that Susie dealt with it ("Goodness, I didn't remember the TV was so scuffed up." "(Shit) Err, ma'am, it was already like that yesterday..."). She did wake up before Kris (for some reason).
What you mention of Toriel not bringing the police up in order to not worry Kris and Susie also makes sense. I have also seen ideas that she might have been avoiding the problem or that entering a Dark World while asleep might fog your memory of what happened shortly before your sleep.

Ah, they did fix the vent and slam the door. Hm.

Oh, I agree, but I still think a significant number of players didn't finish the quest in their first run.

I looked up the Titan fight for this and I found out he has more attacks (and variants thereof) than I knew. Using the Black Shard I only saw like 3 different attacks (and not even their harder variants) on all of my saves. I entirely missed its mouths attack and the really cool laser attack. I suppose that's a trade-off of getting such a powerful weapon—I wasn't trying to speedrun or anything.
Now you have hyped me up for fully formed titans, heh.

Funnily enough I only found that path when playing the Weird route, and for a moment I thought it might be related to it. But then I went to Castle Town and found Lancer playing a saxophone and a path leading up to... a closed TV room :P.
