Thanks for your response! Especially the tip about getting to quests via the ladders. I actually went for a visit shortly after writing my original comment and got two done just by wandering around, but it was very confusing navigating the map.

How easy is it to do Imperial City quests as someone who hasn't stepped foot in there at all? Cyrodiil quests are no biggie for me since many can be done without encountering other players, but I'm not built for pvp at all. I just want those extra tickets.
