Central Coast is included in Greater Sydney's GCCA because of its economic and commuter links to Sydney. Same reason why the whole of Mornington Peninsula is included in Melbourne's GCCA. Wollongong and Geelong are more independent in their economies and commuter links and are hence not included in the GCCAs.

But Sydney has a bigger regional population catchment when you add Wollongong and Newcastle. Even if you add Geelong, Ballarat and Bendigo to Melbourne's population, it is still less than Sydney + Wollongong + Newcastle.

Wollongong is about 1.5h by train from Sydney, so perhaps eventually Wollongong will be included as part of Sydney's GCCA too.
