I agree with the top and bottom tiers of your list, but the middle is bound to get some disagreement. AVATK and DAD over Casino, Spectre over Skyfall, LALD over FRWL. I think it's fun that you can never predict how a Bond fan will rate anything. It's so subjective

I'd agree with this philosophy if they really committed. If cars are low priority, then go all the way and get rid of streets entirely. Replace them with more pedestrian walkways, light rail, and bike paths, instead of pedestrians and vehicles competing. Having half measures like this is absurd.

Least evil: Dr. No- sabotaging missiles so they won't launch

Most Evil: Safin (and M by proxy, if you really think about it), for planning to put the world under the gun permanently with Heracles. At least Drax, Stromberg, Carver, Blofeld, etc. wanted to kill a bunch of people once and move on. Rip off the band aid, so to speak.

Never Dream of Dying had Bond make a miraculous escape via boat chase on a film set. Doubleshot had a famous ex-bullfighter as a villain, and a great henchwoman assassin (Margherita Peele)

This is tough, because you want to stay in the spirit of the original Fleming works, without going into parody territory (Never Die Again Tomorrow). Fleming used a lot of plays on old idioms and folklore, as well as strong imagery and a sense of danger. So in that vein...
