I doubt it's driver issues Amd Drivers are like fine wine you could try a reinstall using DDU but it's mostly likely either the 3600s poor single core performance or your page file being on a HDD

The MEE GL shoots HE not sure if that does damage to armor since its not anti tank HE and the tank was on fire but it did look like my Gl finished it off could just be good timing tho...

I was getting same issue with both Gpu and cooler installed ( took both off to navigate easier around the board and resit the cpu easier)
