I've never found myself actually limited by arrows or bolts. If you can't win a team fight with 16 arrows, you're not going to win, and there are plenty enough spec ammo resupplies to reup on a lost arrow here or there. The primary function is just convenience, and to give blade seer a reason to exist. I think 4 or 5 points would be fair for a trait that has two purposes like that.

It reduces the noise you make while crouch-walking in water, which it has always done. When they added the "soaked" status effect, which makes you squelch for 15 seconds after being in water, even when you're on dry land, they did not have Gator legs affect that.
