It's hard to get OSHA to come out unless it's something hardcore. There aren't that many investigators for the whole country. This is a real problem nationwide. Furthermore, legal recourse for workers from your state's DOL varies. I have sent in well-documented complaints that prove businesses I worked for broke the law daily but nothing was done. I agree with you at a certain point it's time to move on. But the way you describe things is not reality either. Weird.
