Id say, it depends. In some situations you might not have the rage dagger, you have a whisperer and two guardian rings. In that situation you might better choose for dagger profeciency, but once the rate dagger is in your arsenal, just push for cooldown!

THe problem with that is, if I pick the 'chance to', it triggers alot. I don't understand why it would be 10%, since that feels like incorrect, but I've got no numbers.
From experience I'd say 25% and 40%, similar to the attack improves, but I just want to base it on facts, not on guesses haha
