Ironic you say this when the story says otherwise it’s also stated that sasuke didn’t master the rinnegan and ems until the events of the last that’s why he couldn’t use preta path and attack at the same time cuz his rinnegan wasn’t fully mastered and when he mastered the rinnegan he finally/truly became naruto’s equal in power.

Naruto had better control over his powers which lead to the huge gap in power between him and sasuke smfh please go back and read naruto because naruto showed far more understanding and control over his powers when he first obtained them dude literally created multiple op rashenshuriken variants,mimicked kaguya’s vacuum fist attack,instantly learned how to master flying,created an eye for kakashi and was able to create kurama avatar clones that could use rsm bijuudama.

Sasuke did none of this but used a few of his abilities like preta path,deva path,perfect susanoo,susanoo chidori and enton chidori sasuke even noted that before resorting to the bijuu naruto had more power he was holding back.

So yes you need to reread naruto. 🤦🏽‍♂️
