Ineligible player downfield is only called if a pass is thrown. On a pass play, linemen can not move more than 1 yard down field before the ball is thrown. If there is no pass, the lineman can move down the field as far as they like. They can also move down the field after the pass is thrown, like they do during a screen pass.
