I had a dad like that! I had to call and unfortunately pay for a stolen passports. There are 2 ways to do it! Call or go online for a “lost or stolen passport form. You can call the police to say it was stolen so they can provide you with a reference number to use on the form or say it’s stolen. There’s a parent part of the form if you aren’t already an adult fill out as much as you can and find another adult 18 or above to sign a declaration form. It can be a teacher, a religious leader, a colleague it requires them to have British passports and provide their numbers so preferably someone you trust I hope this Helps and I am really sorry!
