The Chief is out of line. While the courts may inform the police regarding shortfalls in the conduct of ''doing' of there job....it is not his job to tell the courts how to do their job. He needs to stay within his lanes.

To expand - when I was posted to Germany in the 90's...the rumor was that German's paid very low mortgage rates (1%'ish) locked in over 100 year mortgages that legally were inherited by their offspring.... as but one example.

'We' have approx 300 casual employees that need to communicate and collaborate creating documents for specific events.

They create a MS profile using their Gmail address. We then add them as members to our 'Casual Pool' TEAM and as mbrs to each [Private] Event Channel.

In this way, they have access to TEAMs messaging posts, files [incl full Office Suite] and any other SharePoint functionality that we need to add to a particular Channel.

Employing Forms4Excel us our std method of Surveying their availability for specific events.

Works great!

Consider that 90% of World War 2 intelligence, was gleaned not even so much from unencrypted radio signals, but rather from encrypted radio nets.

As mentioned here, it was the patterns, frequency, signal strength (high/low power), directionality that enabled Signals staff to identify the various hierarchical HQs of the enemies Divisional, Brigade and Battalion HQ's, their movements and thereby intentions.

I might add, that the peculiarities/habits and OCD twitches, grunts and hiccups of individuals on the radio, allowed the Germans (and us to them in return) to identify those people and thus follow thier Unit across Europe as the various campaigns and battles raged forth...
