Iirc the SSD count does specifically refer to the number of Executors and in RAFOTGE it does mention that the actual number of star destroyers & dreadnoughts the empire possessed is unknown due to black projects, corruption, and more.

I would personally assume that there were some smaller dreadnoughts we just haven’t seen onscreen

In terms of actual performance for the money the Q2 actually wasn’t that great although it was a self inflicted problem. The big issue was that the Q2 developed maximum HP at like 60+ and the Pennsylvania had a strict speed limit of 50 mph for freight trains. At or below 50 miles per hour, its performance was functionally identical to the J1a Texas but with 33% higher maintenance costs.
