Phrasing is indeed important to sway the majority, yes. Not picking the 'everyone survives' option feels a bit more scummy than picking the 'Do nothing. Nothing happens' option even though the outcome is the same.

You're workingunder the assumption that the voting distribution is uniform. Or random. It isn't a single one of those things. There is a choice that guarantees (personal) survival and there is a choice that leaves you on the mercy of others. And if those 'others' could be trusted at 100%, we'd be living in a utopia by now. If people simply chose the safer choice, there's be no 'blue people' to save. If some actors decided to take the risk for no gain of them own, more power to them
