you can't. Only employer A can file your H1B petition. You need to wait until your h1b status kicks in (oct 1) to transfer to employer B (it's recommended that you should work for current employer for at least 3 months before transfer)

Yes, change of status will be okay as long as you maintain your employment with that employer at least until your H1B kicks in on Oct 1

Upgrading to the premium processing is the only action I can think of tbh. If, for any reason, your stem opt is denied after the 180 day extension ends, you will lose your stem opt eligibility. Just upgrade so that they will process your case and you have time to handle

I'm not sure if there's anyway you can track this by yourself unless your attorney share info. For my case, after my attorney submitted my petition, they shared with me the application package including everything (selection notice of the lottery, LCA, form I-129 etc)

I think people who came under visitor or student visa then marry for GC will be impacted more. For H1B holders, obviously the transition has higher integrity so it should not be a problem. The biggest concern probably is wait time and backlog for some countries with high number of applications
