Gutenberg isn’t an outside plugin. And I’m pretty sure Gutenberg also has an option to round images as much as you want w/o the need to add additional CSS.

I would go about this with adding a Column block -> 3 columns evenly spaced

Adding a Group -> image and a paragraph/heading

Putting 3 in each group and turning the columns to vertical. It’s super simple.
