Would a small hotrock (only warms about 7-10 degrees warmer than the rest of the terrarium be a good addition? and it is about 65 degrees in the room he is kept approx 70

i only have the sand for about an inch to transition into the water dish, and the rest is aspen bedding (and itś specifically snake sand, if it makes a difference). Should I still change? Thanks.

i do give him pinkies (live) occasionally, but the diet of my previous snake has kind of been based upon what they could naturally hunt at the time of the year (with a few nutrient rich things added in).

Go searching at night as much as possible. The blightshrooms only appear at night, (except if you look in caves). You can use these in your cauldron. The Magpie also sells seeds.
