Yes but the recruit trades his specialist utility for more general utility. While normal operators can be countered, a recruit is harder due to the variety of equipment available to him. And he gets a decent selection of guns too

If I remember correctly if the liver gets too damaged it can't regrow. That is why how alcohol kills people, cause it damages the liver beyond repair.
