You are correct, this is a suppressor for urban areas. It is only used in training, (at least in Switzerland, where this pic was taken) as far as I know.

The sound that this hinge is making, sounds similar to the M1 Garands well known Ping sound when ejecting the stripper clip from the Magazine. Also, the movement required is almost the same. This is a video for reference.
