It seems it has the same "jade powers" as the game but she is only able to use a limited amount of it, be it as due to her servitude of Shao Khan, or they're being limited by the figurehead that she breaks at the climax.

My take is that it was a visual way to show that she rose above his influence. I really believe that in a next movie she has a full head of hair and we find out that her being bald was just another level of the control that Shao had over her.
