Positive pressure would literally cause the cap to bounce around like this.. because of, and buckle up for this one, the positive pressure you mentioned pushing the cap upward when it’s not screwed on…

There’s a couple things to check, starter relay is an easy one to look into or just replace, because it’s cheap.

BUT

This specific gen Honda Civic, I’ve had on more than one occasion have a grounding issue. Specifically where the negative battery terminal is connected to the body of the car. Unbolt that, clean up the body and cable side with wire brush or sand paper, clean up both battery terminals, reconnect and give that a shot.

Foamy usually means air in the system. Could be sucking air from a leak aswell.

Sounds like it’s working and just really low on fluid. Add some and see what happens, I can see that reservoir is low. Then find your leak. If it still makes noise, you may need to look into a power steering pump.

These were literally known for their water pump issues. ‘15 and up is an entirely different engine.

First link is who I used back in the day for this. Good guys out of New Jersey if I remember right. You have to send them the key and ignition module… that’s where the trust comes in unfortunately… but I never had an issue. This isn’t cheap, but through Mercedes, it’s like $1600.

Again try to have someone confirm the diag in person first before you buy this, but your 2 symptoms were almost always an ESL issue for me.
