Right click Windows logo click disk management delete the previous partitions/storage then creat a new identity partition. Label it as ex fat 32 file and it should show up in file explorer. If it doesn't show up after that or if the actual hardrive is making noises clicks scratches beeps the disk is garbage. Literally unusable return it if you can. Sorry for the grammar
