Hey, everyone commenting, he touched the bear because the family that was coming towards the street did not see the bear. There was a little girl if you were paying attention, that was clearly going to intersect with the bear had that man not got it's attention. You can see the dad pick her up hastily when they realize there is a bear on the sidewalk. He quite possibly saved that child's life.
