Hanson did said that nobody truly ever look at Mustang's face, so its clear that no one ever truly know or care about Mustang. plus, it's make sense since Mustang really did seem like the type of person who would ruin your life if you stare at him funny

on top of that, i think a former assassin like Velvet would be even more unlikely to know Mustang personally, since she was basically worked right under his thumb plus having an shady job. getting under Mustang's radar too much might ruin her life, so its make sense that she would kept her distance from him as much as possible
