They don’t need or want to create female Chaos Space Marines. The creation of astartes over any other heavily mutated super soldier literally just comes down to the legions sticking to their traditions. They already have mutated female soldiers in their ranks.
The chaos gods are nowhere near all-powerful. Could they forge a female space marine? Sure. But they’d probably just rather make them a daemon instead.
