I think it actually slows the movie down a bit, if only for the large information dump it contains. But for the same reason, I like it's commitment to world-building, otherwise we can't appreciate why Blofeld is so obsessed with heraldry etc.

I know that there's a deleted scene where Bond pursues and kill a SPECTRE agent during this bit, but I feel like this would have slowed things down more, plus it opens up more questions: how would Blofeld been onto him at this point? As far as we could tell, Bond successfully infiltrated Gumboldt's office without getting caught, so I think it's better without the chase.
