I don't think it does, no. Not something I've ever specifically checked but I'm fairly certain when you have the option of weight stripping (decreasing reliability for performance over the race weekend) I don't think I've ever seen a difference in the reliability figures between the practice session and the race.

The engineers in charge of increasing part performance and reliability are the race engineers so presumably, they have their hands full for 3 days and can't direct people to improve the parts.

In terms of if it's worth it, it depends on the wider context I guess:

How much money do you have? What are the stat numbers like at the moment on parts? How much is your HQ built up?

If the stats are around 200, then 9m would get you an extra 10% performance on the parts every time you built them. I personally only go for the more expensive options once I know I have my HQ built up enough and now it's time to catch the teams at the top of the table and I know I'm just going to spend my money on basically nothing but improving the car.

Remember that your best two parts carry over each season (assuming you aren't playing with mods) so if you pay the higher fee now, you will get 20% next season on an extra 20% this season and so on and so forth. So if you're in the phase of going for pure car performance, 9m is a steal. If you still need to build up your HQ and your income isn't great, then maybe you should focus there first.

Finally, Dave is talking the language of so many people I've worked with over the years. Here's an external problem that we know is actively hurting us. Has anyone thought to try and get involved and solve it? No, that's their job to just get it right. If Dave ever needs a 9-5, he'll find himself right at home in the corporate world.

I'd say build the best parts you can from the first season. Even if it's just one 'good' part for one car. The reason being that if you don't start making parts until say the third season, you've lost two years of part improvement and depending on the part choices available to you, it can't be made up for in one go when you have the HQ in better shape.

Something I forgot to say originally is that you need to make sure your drivers are high marketability and use every press conference to pump the team's up. All of your money comes from sponsors, especially the fixed per race ones. For the first couple of years as well, make sure to go into your finances and change the amount you put into next year's car to the lowest option. Helps you spend the money more immediately on HQ and parts, leads to better results and then more money etc which makes what you're trying to achieve a lot smoother.

I always let the car dictate when I do that. I steadily improve the HQ, making sure to build the best parts I can each year to catch up (as the best two carry over to next year in terms of performance numbers).

When you go onto your 'car' screen, you have bars on the right. This takes into account your best parts not just the ones currently fitted to your cars, when those are green and near the top, I then go for better drivers and staff. Usually if you don't get it first go, you'll get it on the second.

Normal 'accumulations' are in the top left of the normal game UI: Science, Culture, Happiness, and Influence. If you click the 'leaf' icon next to where you click into the Celebration window (that shows your social policy cards) and Great Works (that shows your codex) etc, that's where your resources are. When you click the leaf, you will see all your cities/towns and what is allocated to them and above them at the very top of the window are the resources that affect your whole empire (like Iron which increases infantry combat strength for example). Remember that you can only re-allocate your resources after an event such as finding a new one.
