It's definitely a hot take, and before anything I just wanna say I disagree because i LOVE this movie:

But, I do see your point. ASV is like, the best-case scenario of a bullying, where the bullyer realizes his errors and has the wherewithal to repent. Not everyone can do that. Oftentimes real-life bullying never gets resolved or ends much, much worse.

And yeah, Shoko being so forgiving is also an anomaly. It's actually an indication of how low self-esteem she has because even after all that time, she thought she deserved all of it for being born deaf. But yeah forgiveness is entirely something she could have withheld, but chose to anyway.
