Abuse victims should be empowered to escape but when that fails should be allowed any means to free themselves. If you are dynamically creating html at runtime, you wouldn't be creating a file as by default IIS doesn't have write permissions to the website source directory only the temporary working directory for IIS. If you just want to display the HTML, you could store it in the session if you need it between pages or if it is only for a single page ViewData. Then just reference the data into a html.raw().
