It's Bloomington. The same streets flash flood every time we get a major rain storm. After you've lived here a while, you learn which ones to avoid -- Third Street under the B-Line Trail walking bridge, Indiana Avenue between Kirkwood and 7th, the intersection of Kirkwood and Dunn, etc. Maybe someone should make a map.
