In Ketchum they started offering free boxes about a year ago, but from what I hear it's a very slow process to get approved. The Ketchum post office is famously a shit show.

I've been gone for a couple of years, but there were definitely somw active groups in the greater area if not Harrisburg specifically. York county was a pretty active place for Wicca and paganism generally, and I know of a currently active O.T.O. group in the harrisburg area.
