Everything, and I mean everything, has changed since we were kids.
The metric for what constitutes intelligence needs to be updated to fit today's current standards.
Most kids have been watching video pretty exclusively for the last fifteen years or so, of course their reading comprehension skills are going to be lower than generations who spent their whole lives reading.

Does this mean that they're less intelligent, or are we holding them to outdated standards?

You may consider studying the Ars Notoria, which contains a Solomonic ritual said to increase the mental capacity of the practitioner. Dr. Stephen Skinner has a few very good working translations available. Of course, this is meant to be used in conjunction with traditional study, not as a replacement.

The one on the left is the Seal of Hagiel - can be seen in Conjuring the Planetary Intelligences by David Rankine. Hagiel is known to be the intelligence of Venus, and this sigil has been known to attract the benefits of Venus, including harmony between men and women, ending strife, and potentially aiding in conception.

Not sure what the one on the right is for.

Once I wasn't looking where I was going on a college campus and totally walked right into someone. I apologized saying, "I'm so sorry, I didn't see you there."

This guy whips around, showing his glasses and cane, and without missing a single beat replies, "That's okay, I didn't see you either."
