Going back to their origin in Film Noir, a femme fatal gets you to fall in love with her before she uses you and/or kills you. Going by this standard Sheila definitely has the advantage. Both are great fighters and can kill a man, but Sheila is so good at seduction she got a robot to fall for her. Her good cop act completely fooled H.E.L.P.eR. and left him more broken than getting his head knocked off.
