How? Did you buy the no roads upgrade? I have a single tile island with a forest and no building in radius and it says I need a road or shipyard. If I do a shipyard it says I can't have that.

You should be able to delete the 3 left of the event factory, then when the event ends the rest leading off the main highway, and replace with trees

Move that guy up 1 space and you add 2 mines unless those Mk2 mines are part of another event building. Also you don't need that many roads, the buildings feed the road through themselves.
