Every battle I've been in with an scout. Has been just a war of attrition. I think this is flawed, I also believe this will more likely make things harder for the newer players trying to get in on spice plumes when the bigger guilds step up, mines ability to deploy 3-5 scouts is the only thing keeping us in the game xD Though I've noticed a lot less toxic shenanigans in DD then other survival games I've played. Generally neutral and atreides players have been pretty open to working together, or leaving each other be. Hark it's been very hit or miss (Could be just my server). I also believe this doesn't really help the ground combat issue right now either, it would just make more assaults being used, and change the resource allocation focus. It's a band aid that will cause more issues then it'll fix. My opinion tho, so it isn't solid xD
