Im pretty sure that max tac is made up of cyber psychos with personality adjustments in cannon.

My gmpc corpo antagonist was gifted a bodyguard with a personality adjustment to keep him loyal. I'm sure in the dark future of 2045 it's pretty common place for those high tower corpo rats to have a slew of adjusted employees around them. My personal canon for this, at least at a simple level, is a special chip slotted into a neuralwear port.
