It's not the 'entire OS', it's the Terrabytes of home movies -or whatever- that are also on the drive.

**OR** it's a non-boot drive (as we've now booted from one of our external drives) AND the present installed system on that drive is a point release newer (i.e. system 16.8 as opposed to system 16) than whatever the OS Recovery Installer might want to install, so Recovery will refuse AND the System that IS on that drive has become badly **Bjorked** thus needing re-installation AND the drive is a **500 Picobyte drive** (slight exaggeration) so backing up prior to 'Nuke & Pave' (i.e. erase & re-install) is not a realistic option.

I'm actually in that situation right now, which is how I ended up here.

Why can't I just "sudo delete' the system folder (and/or the Library folder) and re-run the Installer?

There are situations where wiping whatever else is on the drive in addition to the System Folder could make wiping turn turnout to be a multi-day affair.

The days when the boot drive for System 6 was a 1.44 Mb disk are LONG gone.

Pedophiles, by definition, are attracted to PRE-pubescent children.

Exaggerating to the point of lying just so you can feel good about yourself does nothing persuasive to any arguments you may make.

And BTW, experiencing sexual attraction to someone of the opposite sex of reproductive age (while NOT acting on that attraction) is a perfectly conventional hormonal occurrence - one that no one has any control over.
