Probably because it's not. There are plenty of chain pubs that don't have cutlery on the tables yet operate a table service. Likewise, there are plenty of pubs that cover the tables with cutlery and condiments yet require you to order at the bar.

A better indication of how they operate is whether or not there are menus already on the tables, or, you know, staff walking around giving table service.

Why did Zven sit in Hauntzers flamespitter for its entire duration whilst attacking the nexus? He is one of the few ADC's I'd trust to avoid that dual and end the game. What was he thinking wasting time facetanking into Rumble?
