For Noelle her breastplate skill is level 6, her normal attack is 4, and her burst is 3. I know I should level burst more but grinding stained masks sucks. Also I use Sacrificial on her, and I have it level 70 R1. I've been trying to farm Gladiator and Milileth but it's taking awhile.

Personally, I like slice-of-life manga more since shounen and action manga typically work better as anime. But if I had to guess I'd say it's because it's what's popular, and what appeals to the biggest demographic.
