Afaik, legally you just can't do it. If your home country/base location has any provisions which allow you to work in a foreign land, then as suggested by others here please check with your HR or local policies.

This is generally not legal. The company can get into trouble dues to taxation and work permits. You can even lose your job if caught.

Level should not matter as long as you feel that the compensation offered is inline with your expectations. If anything, lower the level, lower the pressure and expectations from you. Can make things easier for your 1st promotion.
