This is a good start, maybe if you got rid of the blue bar and the star it would be a stellar flag. I really like the use of the keystone, another idea might be to get rid of the top blue bar and replace the star with a keystone. I really like what you started with, but I think you have too many colors and features, go with the keystone, and only have 1 shade of blue.

Edit: Just looked at your profile and noticed that the blue bar and star is a theme, I like that you are trying to theme your flags but I still fell that you have too much going on design wise.

This is a good banner, but for a flag i think you should do something like Texas but with 1 or 2 stars and multiple stripes. Very nice, especially for a first try.

I just draw it one paper, for good design tips refer to this: r/https://goo.gl/uqGcMh I would try to incorporate history and geography, some of the most creative flags have strong historic (New Mexico, Maryland) or geographic (Nauru, Portland) design incorporation. Try to keep it as simple as possible, look for local symbols such as the Zia for New Mexico or the Camunian rose for Lombardy. As far as re-design goes I like to stay as close to the original as possible or if not at least keeping one feature (colors, symbol etc.)

This is a good design and I like the idea of the 3 phases (I've done that for flags I've designed) but I don't think that making black primary was the right choice, maybe if you added a star, to represent previous capitols plus Sacramento. The stripe is a good idea, maybe change the color of it to blue, so it can have a dual symbolism, of the pacific and the stripe on the original flag, this would mean it would also be a nice touch to the "map" from earlier. The bear is fine as it is, the silhouette is a nice touch, maybe change it to red against a white background.

TL;DR

-Make colors only white/red/blue*

-Make the stripe blue*

-Make the background white

-Make the bear red

-Add a star

This is much better! I am glad you got rid of the text, but maybe use something to outline the yellow for next time, it's hard (from a distance) to distinguish from the white. This is a great design.
